Sheriff may take advancement?

You could color us shocked (whatever that color is) when we found out last week that Todd County Sheriff W.D. "Billy" Stokes might take the state advancement in 2010. Does this mean that we will finally have peace in the political valley?

I am not sure it was ever the fault of the todd county,ky sheriff for not wanting to take out a personal loan and committment.I think the real fault and blame should be directed at the todd county,ky judge executive and the members of the todd county,ky fisical court.If anyone should have taken out a loan to fund the todd county,ky sheriffs office and department , it should have been the direct official government of todd county,kentucky and not the todd county,ky sheriff , remember the todd county,ky sheriff is really just a employee of todd county,kentucky.I cannot blame the sheriff for not taking the advancement and loan unless the official government of todd county,kentucky is going to be legally responsible for the advancement/loan and the paying back of the advancement/loan.

Kentucky law needs to change where its the official county government that takes out and recieves the advancement/loan.No sheriff should have to take out a personal loan and advancement to fund there deparment.

It makes common sense for it to be the official county government of Todd County,Kentucky to be the ones that takes the kentucky state advancement/loan to help fund are Todd County,Kentucky Sheriff Office.The idea of a sitting sheriff to have to take out a private personal loan and advancement in order to fund its sheriff department makes no sense at all and mean no sense at all.It should be the county government of todd county,kentucky that takes out the advancement/loan and the ones that are responsible for the advancement/loan and the paying back of the state advancement and loan.It common sense plain and simple.

While I do agree that funding a department with personal liability is a backwards approach, I firmly believe the sheriff in office couldn't manage the funds; regardless of where they come from. Each of his predecessors had problems within their administrations, but they were each much better at handling problems as they arose. It is ridiculous to think Mr. Stokes would consider running again following the aftermath he's already produced. It should also be noted that the special deputies he accosted 3 years ago didn't deserve the negative image he portayed them with. Just some thoughts.......

I would like to know where people keep getting the information that the state advancement is a personal loan; other than that is what Billy keeps telling people.

The state advancement is in no way, shape, form or fashion a personal loan. It in no way, shape form or fashion resembles a personal loan. if you read carefully.

Kentucky Revised Statue 64.140 Section 3 states that "if the office of sheriff becomes vacant that his or her sureties and the sheriff in his or her official capacity." When used in this context, THE OFFICE means a position of duty, trust, or authority, esp. in the government, a corporation, a society, or the like; employment or position as an official; the duty, function, or part of a particular person or agency.

Section 4 states: "If a sheriff makes a request for funds from the State Treasury to defray necessary official expenses, the sheriff shall not be required to submit a detailed statement of his or her personal assets and liabilities as a condition of the application process." The key word here is not as in he ain't gotta.

If all someone read was the first five sentences of the AC27 form, which the sheriff is required to complete in order to apply for the advancement, he/she would think that, yes, this is a personal loan. But, if you continued to read this and plug in the words "county" and "office of" where the form refers to the principal and surety then it would become quite clear that this is not a personal loan.

That this is not a personal loan has been reported repeatedly; it is a fact that has been reported every time that the sheriff claims that he would be personally responsible if he accepted the advancement and something happened to him while on duty.

If Stokes were personally responsible for such matters why isn't he in prison for tax evasion? It wasn't Stokes' personal accounts that the Internal Revenue Service took money owed to it when the sheriff failed to pay the office's withholdings.

I would have to agree with SRCraft, these are not personal (or family) obligated debts, they are required and designated public funds. This entire controversy created by the sheriff is nothing more than a distraction from his awful tenure. Is there anyone else who has come forward to run in the next election?

Alot of what SRCRAFT saids is probably true and correct.I think it be a better ideas if the todd county-ky sheriff would be summitting his request for funds or a state advancement to the todd county-ky judge executive and the todd county-ky fiscal court and have them to get the state advancement that way they the official county government of todd county,kentucky would be the ones legally responsible for the advancement and the paying back of the state advancement loan or grant.It makes more sense for the official county government to be the one or ones that request the state advancement from the state of kentucky in order to fund are sheriff department and offices , and for them to be the ones that are legally responsible for the advancement and the paying back of the advancement from the state of kentucky.

We have two children. A young man, age 12, and my baby girl, age 4. My wife is a school teacher at Sango Elementary in Clarksville, TN where she has taught 3rd grade for 11 years. And Giles Taylor has done that. A lot of people have copied him since then though. The people who have copied him couldn't do it on their own. They had to do what he has done. Like I said previously, STOP voting for the "Good Ole Boys" who live in Todd County. They are only out for themselves.... I think we ought to throw them all out and start fresh. Starting with the Judge Executive and including the jailer. They are all corrupt. They only look out for the "Good Ole Boys"!!!!! THEMSELVES!!!! If you vote for anybody who was born and raised in Todd County you will be certain to have the same things happening again and again. Isn't it time for a change?

We, the people of Todd County, should not be scared to support another candidate besides our police officer that is running. He should not be showing up at people's homes in uniform in his city police car just because we have another candidate's sign in our front yards. Someone should stop this..... I thought he couldn't campaign while on duty in uniform in our cars?

Well, I hear all of these people talking about Giles Taylor. So what if he is certified. That does not make him qualified. If you think that being a "Dog Catcher" qualifies him, then great. I don't want a dog catcher as my sheriff. I want someone that knows what being sheiff is about. I want someone who loves this county and the people in it. We all know that this narrows it down to one person. JOEY JOHNSON. Experience, Certified, and Qualified.

I love how people want to talk about all of the opposition on here but one of them keeps the negatives to himself. THAT'S the one true candidate. Thats JOEY JOHNSON. He does his talking with his peformace. He is fair and loves his community. And to think, he does it without TRASHING others.

I have read all of these comments about The police officer in his cruiser. We know whom your talking of. Before you write something on here, you need to have your facts straight. I have been a police officer for nearly 16 years, and I would not rather have anybody else as sheriff other than Joey Johnson. He is the only one to me that is Straight with his answers. He will do the best job he can possibly do. Besides, him being a great police officer, he is a great person and a wonderful Todd Countian. If You talk of the good ole boy system here, you obviously are not from here. The so-called Good ole boys here run for office because they love this county. They don't run from county to county and different jobs like Mr. Taylor The Dog Catcher. True fact, just ask his Boss. Sheriff Wallace Whitaker. He is only his animal control officer. So much for that experience to run an office.
